the 6th session of the 14th standing committee of the people's congress of anhui province recently voted to pass the "regulations on the development of anhui province's new energy vehicle industry clusters" (referred to as the "regulations" below). the "regulations" consist of 7 chapters and 43 articles, exploring innovations in various aspects of the development of the nev industry, such as innovation leadership, industrial chain improvement, scenario expansion, open cooperation, and support and guarantee. the "regulations" will be implemented from march 1st of this year. to strengthen innovation leadership, the "regulations" propose encouraging and supporting the establishment of nev industry innovation consortiums, innovation alliances, and other forms of collaboration to conduct scientific research, technological innovation, and r&d services for nevs. they also support the establishment of innovation platforms such as national and provincial-level laboratories in the automotive field and encourage basic research, applied basic research, and interdisciplinary research related to nevs. to promote open cooperation, the "regulations" stipulate the promotion of the co-construction of the nev industry chain alliance in the yangtze river delta region, coordination and application of infrastructure such as charging and swapping stations, and encourage multi-level and all-round cooperation in the development of nev industry clusters. encourage the creation of an open ecosystem that integrates into the global market, support nev companies in enhancing international exchanges and cooperation, and promote the establishment of institutional and regulatory service models that align with international trade and investment rules.
