in 2023, huaibei city in anhui seized the major opportunities presented by the integrated development of the yangtze river delta and the comprehensive revitalization of northern anhui, implementing a comprehensive set of policies to stabilize the economy. continuous efforts were made to improve the business environment, boost corporate confidence, and enhance market expectations. the city's industrial enterprises above designated size ranked first in the province in terms of revenue and profit margin, and second in terms of industrial production and sales rate. huaibei city is committed to building a modern industrial system, enhancing agricultural production and efficiency, and upgrading the service industry. the city has newly built, renovated, and improved 112,000 mu of high-standard farmland, achieving "twenty consecutive years of abundant grain harvests," with wheat yield per unit reaching 502.1 kilograms, ranking first in the province for six consecutive years. additionally, 22 new provincial-level modern agricultural industry parks and yangtze river delta green agricultural product production, processing, and supply bases have been established. to promote the clustered development of industries, the scale of the new materials and new energy industries in the city has exceeded 40 billion yuan and 12 billion yuan respectively, with the added value of leading industries growing by about 25%, ranking first in the province. efforts are also being made to continuously revive the lifestyle service industry, tapping into consumer potential, stimulating approximately 2.6 billion yuan in consumption. in 2023, the main economic indicators of huaibei city showed a quarter-by-quarter recovery trend. it is estimated that the added value of industrial enterprises above designated size will grow by 6.6%, achieving the best results in six years. fixed asset investment increased by 3%, total retail sales of consumer goods grew by 6%, and the per capita disposable income of urban and rural residents increased by 6% and 7.5% respectively. the general public budget revenue reached 10.48 billion yuan, an increase of 8%, ranking fourth in the province in terms of growth rate.
